Except it's not, because monster Ratio caps at 2.0 and their attack values are typically well beyond that needed to cap on players. If enemy attack is low enough that defense could conceivably be a useful stat without stacking it to an unreasonable extent, the monster is trivial and Harden Shell is unnecessary.
