You know... The only time you really need to worry about accuracy is when you're below about 80ish%. Arguing on whether you're capping or not is pretty silly considering this is Final Fantasy XI. Quite simply: Miss happens. That and no drop =/

You seem to be forgetting food and to check the little Hasso radio button there.....

You also seem to be forgetting that the relic weapon occasionally does triple damage which makes 2% double attack paired with the pole grip, warrior sub job, and brutal earring more important for DoT.
