How is martial arts factored in capped delay situations?
Or is it super special in that it is independent of the 80% cap? It's not independent of the cap. Minimum Martial Arts delay is:
(480+Weapon Delay)/5 Martial Arts, Dual Wield, and Haste all work in separate subtractive steps towards the same 80% reduction cap.
Let's say just for kicks you have a 50% Martial Arts trait, putting you at 50% total delay reduction. 50% Haste works separately on your now 50% of original delay to put you at 75% delay reduction (1-0.5 * 1-0.5, or 50% of 50%). If you increased your haste value to 65% though (added Haste spell or another march, for instance) your 65% Haste and 50% MA would multiply together to give you ( 1 - .65 ) * ( 1 - .5) = 17.5% of your original delay, or 82.5% total delay reduction which is then capped to 80% (or 20% of your normal delay). If, for a simpler example, you have 80% haste then Martial Arts does nothing because you're already at the Total Delay Reduction Cap. Man I wish FFXI could be switched to additive haste to fix this nonsense. So with martial arts 7 you are already shaving of 41.7% meaning with capped magical haste you only need 22% in gear realistically?

Edit: Derp.. That also makes me a sad panda. Capped gear haste and capped melee haste should cap you for Verth, I think?:

Dang. I have a bard mule so pretty much everything I do I have double march + spell haste. I think I'm gonna try out a 22% gear haste set.

You do still have the benefit of being able to change gear and remove all your gear haste during hundred fists (with or without magic haste, of course,) so that's still cool. With capped magic haste (43.75%), using Verethragna, you'd cap overall delay with:
Using Tantra+2 body (-5 MA delay): 24% gear haste (23.75%, 244/1024) Using other body: 25% (24.2%, 248/1024) gear haste Edit: However, you don't actually reach cap magic haste with Marches unless you have lvl 99 Gjaller. Total haste needed to reach delay cap when using non-Tantra body would be 696. If you only have a +3 March instrument (ie: non-99 Gjaller or Langeleik), you get 438/1024 from Marches (cap is 448/1024), leaving you to make up 258/1024. Capped gear haste leaves you 2/1024 from cap. If using Tantra+2 body, 691 is needed to cap. Using +3 instrument, you need 253/1024 in gear haste. Black Belt + Tantra head/legs is 254/1024 haste. You and your math make my Head Hurt... but at least I have a better Idea about why too much haste gear hurts over all output.
