New Linkshell: CapacityPoints

I made a linkshell called "CapacityPoints" to be a place where you can team up with like-minded players who also are in need of mastering everything and are tired of shout spam.

I left pearls at the linkshell concierge NPCs in the three starting nations, so please stop by and grab a pearl so we may find CP parties more easily.
