Researched a bit on this, but I didn't find a solution. So, up for ideas. When I leave FFXI at 30 cap will stutter while running or turning camera. but if I set it at 60 I do not. However, in Towns with 60 fps set framerate will drop pretty heavily.

Already tried:
disabling QoS
HiD devices
Set priority to high/affinity to one core.
Gamepad was never enabled
Swapped back to a previous version of GPU drivers(Radeon 390)
With and Without DgVoodoo etc

Do you use Skype? It's getting worse and worse and now has a visible footprint on my top of the line system at times. A few friends have noticed frequent fps drops on whatever games they're playing when skype decides to spontaneously cap out their CPU.

How new is your machine? 60 fps with oversampling is actually still pretty demanding on older hardware, especially in adoulin where they use higher resolution textures.

A few years. But, can run newer titles np with no hiccups at 60fps.

I've monitored my CPU/GPU/Memory %s, and it's always like 10% CPU, 20% memory, 20% GPU while running FFXI. Skype is rarely on, but it happens with or without it on.

Mine started doing this about a week ago as well. Only time I have issues is in Adoulin, it will "stutter" every 2 or 3 seconds. I don't use findall either

Thought it was just my PC but its unbearable in Reis and certain towns. Just freezes for seconds at a time and I haven't changed any of my normal plugins or addons. Use setbgm and findall, but never had issues before.

Yep. It's just a weird stutter with no fps drop. If I turn the camera it stutters as well. But, if I put it to 60 fps, no stutter

Me and other notice it as well. Randomly pauses for a split second, or jumps a few frames then moves on.

I get a stutter when I use Equipviewer, its similar to the one caused by Findall but worse, I also get the same issue with Partybuffs when my party has many buffs. Both Equipviewer and Partybuffs use their own icons from a folder that came with the add on, maybe that's the reason why. Anyone have this same problem or know how to prevent it?

I had a constant, exactly every five seconds video pause with certain nvidia drivers. Try upgrading/downgrading your version.

For Equipviewer make sure you have up to date icons or it will try and download them when you equip gear and make the game hang for a second.

https://github.com/ProjectTako/ffxi-addons/blob/master/equipviewer/icons.7z

If you are missing an icon, e.g. Pink Subligar (or displaying the wrong icon) you can go to the ffxiah page and save image as into the icon folder to update it manually.

This started happening yesterday, no driver updates. Keep thinking windower crashed but its just a total visual freeze then works fine.

Do you still have this stutter?

Nope. The stutter was from me changing from DP to HDMI. Didn't realize my GPU was only HDMI 1.4 and was giving me a 30 refresh rate. Swapped back to DP and stutter is gone.

Minus from Gearswap and passive trusts that is lol
