Hello, I am hoping someone can aid me. I been looking for a while and unable to find the requirement to upgrade a relic weapon to 119. It seems I'm poor at searching the internet.

Also I heard you can skip from 75 to 119 now? For the weapons. Was that true?

This is what you are looking for I do believe. For a relic you will need 300 Plutons.

And no you cannot skip from 75 to 119.
