Honest question, which is better OAT or 2-4?
In terms of overall damage both are bad, Do DA Khanda if you've already gone down that route; the correct answer (for 90 cap) is Str Shamshir. DA sword didn't get any more DA for 95 cap either (shamshir only got 1 STR as well though...).
DA Khanda+2 is easily the best option for that sword, not to mention having 30% DA on blu is win.

To be more precise, Khanda are EX items, so you will get 9% and 10% DA from swords. Also recently comfirm by FFXI Dev that blue mage DA trait is more 7% rather than Warrior 10% DA. Getting you to 26%. Then you have Brutal earring, Atheling, twilight belt and Epona ring that get you to 39%DA + 3%TA. Still really high proc rate of DA. STR sword is better unless attack is capped, and DA sword takes way more effort to make, so that's probably the reason for that :p Was hoping for this upcoming upgrade to make DA swords more worth it, but between them getting no DA addition and the revelation of our DA trait only being 7%, it's kind of dashed any hopes of that. Go with STR, they'll serve you best 99% of the time.

For a balance between TP gain and damage, go with OAT. Well, the more humane answer is to spare them the time and dissatisfaction with either of the two options and just tell them to go for the superior option. Don't do OAT if you do decide to go for one of these multihit branch weapons tho, bad idea, still go for DA.
30% Double Attack that can proc on weaponskills vs. ~40% OAT that has horrible base damage and still a ***delay. Hm... inb4 DA sword becomes a 2% Triple Attack sword at 99
