Conquest Item Question

I'm Sandy, R10. I have 90k CP saved up from doing random stuff.

I want to buy Windy Master Caster Bracelets. 40k CP item (so I should be able to buy for 48k). I went to the Consulate in Sandy, I can buy Master Caster's Mitts, an item that's in the same Rank class as Bracelets.

In the rank group I want to buy from there is:

* Windurstian Scarf [Ex] Windy needs: 1st
* Master Caster's Bracelets [Ex] Windy needs: 1st or 2nd
* Master Caster's Mitts [Ex]

Conquest standing for me atm is:

1. Sandy
2. Windy
3. Bastok

Anyone any ideas why I can't buy 1/2 of the items I should be able to buy, that are available in a rank?

I think you actually need to be a Windy citizen (and rank whatever for the item) then Windy has to be 1st or 2nd in conquest. I remember doing this awhile ago for the same item and then ended up changing my mind when I finally got the points/rank needed.

I could be wrong, it's been awhile.

In other words, if the CP item is only avaialable when that nation is in 1st or 2nd, you have to be a citizen of that nation to obtain it.
