If you're noticing low numbers on Torcleaver, try a build like this. Most of the time, Low Torcleaver numbers mean you attack score isn't high enough to cap pDIF. This still maintains a good amount of Vitality as well.
Moonshade: (ATK+4) (TP Bonus+25)
This is my "HNM Buster" set, and also serves as a General-All Purpose when I'm too lazy or lacking on space to devote more slots to VIT. It provides Maximum damage on things Tough or Higher (Especially on HNM where it seems Torcleaver likes to fail pDIF and suck down some 50% Damage penalty), augmented with some Decent food (Usually Hedgehog Pie) It's fairly effortless to come in above 2k on non-triple/double attacks. Though things like Orthrus and Hedjejet still like to push me to low-mid 1k's, regardless of attack.
*Updated: Last Resort's 3 minute duration changed a lot, given Torcleaver's reliance on attack, as well as the speed burst from capped Desperate blows. I found it necessary to WS in the Rajas to create a "Margin of Error" incase I scored a strike between WS and switching back into my TP gear, which created a perfect 100% tp (From 0) in seven hits on Samurai sub, but the aforementioned scenario dictated the loss of the Corneus ring to compensate.
