Cape Teriggan and Labyrinth of Onzozo. Check the weather NPC's in Selbina and Mhuara (respectively), don't waste time camping "Blank" days on the offchance you'll catch a wind event for 2minutes, you'll go crosseyed.

Decide you want to go for Bhaflau Remnants boss and there will no doubt be wind weather inside.

Outside of irony, I'd try Cape Terrigan or Valley of Sorrows... probably your best bet.

Personally, I have the best luck in LoO.. I spent all of an hour there and walked out with over 15 clusters, and that was only camping one ele spawn because it's right next to ***'s spawn.

Oh yeah, my Thief is only like 11, so that was without TH of course.

Now only if there was a place I could do the same with Fire Clusters (other then sky) so far I've found the best way to get Fire crystals is simply to target Gobs that check as EP =/, which says a lot cuz that's not exactly fast.
