As far as stats on the AF, it seems like it follows a pattern doesn't it? Dex on hands, Int on Head, Agl on feet and so forth. I think shortly after the game came out SE realized that AF as going to be largely useless on the original jobs and tried to fix that on later AF sets.
Just my observation. No sword WS has a CHR mod.
EDIT: Nor club or staff barring relic staff WS, before you bring those up.

INT for THF's is for Energy Drain, duh. SE wanted THF's to be the Aspir *** in FFXI, so mobs like Behemoth can't use Meteor 'cause they have no MP! Fact. Maybe <_<
Who knows wth SE was thinking when they slapped random stats on first generation AF (RoZ jobs, not the ToAU and WoTG jobs (they actually put thought into giving the new jobs specific stat increases based on the job instead of randomly)).
Ninja Edit: I think the whole "CHR adding Enmity" rumors came from way back in the day when tanks would sub BST, as Charm = instant hate with a 15 second recast, so they thought Provoke and Enmity in general, worked the same way by having CHR as a mod.

If you want to stretch it, you can say that CHR is there for Dagger WS. Shadowstitch has a CHR mod, and is available on any job with the skill, which includes BLM.
Technically, /BST would make use of it too, or /DNC as Waltzes have a CHR mod, and so on.
You can find an off-the-wall use for almost anything if you try.

CHR doesnt effect hate in anyway, there's probably been 100's of tests and SE even said in a interview CHR has no effect on hate.
