Question On Relic Weapons

i got a question on relic weapons :
if i do level 99, then 119 then 119 III, will i get afterglow and aftermath on final weapon ?
it's unclear because i notice there is not images available or links for 119 III version without afterglow and aftermath
so i suppose there are 2 ways to get afterglow : doing 99 II version with Umbral Marrow x250 (250M) and doing 119 III version with 10 000 Plutons (100M)
