How do you restart the GEO and RUN AF 1 quests?

I have tried the NPC in Lower Jueno. I have tried Celennia Library. I tossed all of the GEO and RUN AF a few months ago swearing I would only do BLU. If anyone knows, please let me know.

I'd guess try Octavien/Sylvie or the people who do the crafting, Tomato Vantage Point in Rala's garden or Wescolina in West Adoulin.
