Intense Spell Effect Lag. Anyone Else Have This?

So i just reformatted and rebuilt my pc, i have an I7 4770k and two SLI'd 780's and i am getting the most immense spell effect lag ever. before i had the same rig and would not get the lag at all. I dont know whats different and is there anything i can do to fix it. Im also running windower supersampled. is that what is making the crazy lag?

just wanted to post what worked for me, restoring graphics settings to default and making sure ffxi config settings were being saved. Windows 10 for some reason likes to save then reset then save again. it wouldn't save my changes then it would save windowers changes but it would save background resolution at 512x512. Just switched to windows 10 and didn't know there was this weird issue.
