Error while trying to send a PM

I was trying to send a PM to a friend with the following message
Spoiler Alert! Click to view.

Title of the PM was "Sarama (cerb)"
I got the following error in return and the PM didn't launch:
Code 
That character isn't registered

I just got this same error trying to reply to a message I got. I am also unable to send messages as well.

Sadly I am unsure how to do this from their character screen or from the message screen. And yes I tried looking around for them.
