The first time they showed us the job point system, every category was ??/30. Don't know if it's a proof or not :p

I think their initial plans were for 30 but I think it's been scaled back to 20.

Oh nevermind, just figured it out.

It's the cumulative % bonus from having all mission storylines done and the RoE's for those missions completed.
