Does the TH belt from Delve and the Trait from blu stack for TH2?

Yup. Can stack up to TH4 on a non-thief job.

what other gear is available or is it just procable to 4?

The only gear that is All Jobs with TH is Chaac Belt, and Taru Sash with an augment.

Initial proc for Thief caps at TH8, counting gear/atma, job traits/moogle bonus, with the cap being able to be increased to TH12 by default, and further increased by THF JP Gifts to TH13.

Base initial cap for non-thief jobs is TH4, which can be increased, though the likelihood of increasing it is low.

Bounty Shot (Ranger JA) has a base of TH2, with that being increased to TH3 by Sylvan Glovettes +1/+2 and Amini Glovettes, and TH4 by Amini Glovettes +1. Bounty Shot has been tested to be able to increase TH all the way up to TH11. It is unsure if it is possible to hit the TH12 cap.

Any job can get Gorney Ring and Chaac Belt for +2, BLU can get to +3 with these 2 and job trait, in conquest areas you also get +1 from Treasure Hound Kupower, that would get TH4.

I think Ionis gives TH+1 too, can't remember.

Tarutaru Sash is not all jobs.

Ionis give "Moderate Reward Obtainment Rate Increase" which assume is TH, but may not show in the TH procs, so possibly counted separately
