Anyone know what boinked and how to fix?
AH notifications isn't working either.

Since Shouts are maintained via Guildwork and Guildwork's site isn't working, that is most likely the issue why they aren't getting updated.
Update: Looks like a power outage at the datacenter is causing the issue according to their Facebook page.

Guildwork is back up and running from the power outage. Hopefully things on ffxi ah will be back to normal soon.

Yeah, the shouts are still busted.
Not the same problem but Job points don't update either.
Update: Shouts are working now.
here's what's on the shout message: someone needs a brd or whm to hunt something he needs, someone is shouting to sell a massively overpriced object (savory shank or ifrits ring +1) and someone is selling things that are on 75% of all mule bazaars for the exact same price.
Shouts aren't working again. Been stuck at the same time for the past few hours.
Along with shouts not working, character data isn't being updated on my profile (crafting skills aren't updating). Sale history seems to be accurate though.

I'm not entirely sure what broke them as guildwork seems to be running and their shouts are current. This may be on our side. I will start a few inquires.

It's not a problem with GW, it's AH side. There are a number of breaks at the moment.
Nodes also don't appear to be loading in forum posts. Asked someone else to check just to make sure it wasn't on my end, and they had the same problem.

I miss GW profile updates and bazaar in real-time.
Shouts are back up now.
Anyone really shout on your server tho? Cerberus population is non-existent.
