PS3 Controller Problem

So i have 2 ps3 controllers, the original that came with it and 1 i bought last year(so it cant be the battery). The usb cable i was using for the new 1 had the tip come off so it cant plug in anymore aka tossed, i bought i brand new usb cable and plugged it in to my newer one and nothing happens, doesn't flash or charge. Tried plugging into pc and using different cables but its like it would only recognize the cord i had to replace. The black original controller charges on both cables in pc and ps3. Tried reseting the newer one still wont accept the charge, any idea whats wrong? It still syncs to ps3 but it just wont charge and battery is getting low.
