Cannot Use Ergon Tinctures

Hey guys.
I bought a tincture from the Inventor's coalition NPC Rienne, but when I try to use it, it just won't activate. It'll get to about 65% in the casting bar and nothing happens. I tried checking ffxiwiki and bgwiki but I can't find any information apart from unlocking them. Do I have to be in the zone specified on the item to use it?

I tried using it in Western Adoulin (running while using so it won't be consumed) in Ceizak and Sih Gates. Didn't activate in all 3 zones.

You have to be in a WKR, iirc.

Quick update on this, i'm currently in a Wildskeeper Reive (Kamihr) and still cannot use a tincture. Am I doing something wrong? Had this thing for a few days lol and still can't use it :(

What's the survey % on the Locus it is associated with?

Do I check that by going to the Locus or is there an NPC I speak to?

I think a NPC in the Scout's Coalition says it.

Not sure what's causing your issue (might have something to do with the survey % as Kyte suggested), but I can confirm that I've used Ergon Tinctures outside of WKRs in the past.
