Because he didn't sit down and personally plan his own route (farmed it off to someone that works for him) he shouldn't, no no no, CAN'T be held responsible at all... Do you even think about what you say before you say it? Do you ever look at any situation from another perspective?

Some things you expect to be done, simply because that is supposed to be a function of what the job entails. If minimization of impact to emergency services isn't a factor in motorcade planning, then that is an issue. But it likely isn't a new one.
