VIT Mod Or Light Belt/Gorget For Upheaval ?

Hello guys,

While I am working on Ukko I am stuck with Upheaval and Resolution. So far reso is beating Upheaval hands down. (I have STR gear and Belt/Gorget)

I been digging looking for this answer and I fear posting anything questiony on forums for fear of major retribution. Now I am looking for a nice clear answer on this obviously I will be putting +VIT and +ATK in other slots for WS but anyone know for sure whats the best to use in neck / waist slot?

Light Gorget / Belt

or

Apathy Gorget and War-wolf belt?
