they Enhances perpetuance, They have to be equipped at the moment to active the JA? and have to remain equipped at the moment to cast the spell?

I'm not a sch expert, but i'm pretty sure it must be equipped at the spellcast WITH perpetuance active

Just like the Enhances Ebullience/Rapture/Penury/Parsimony on the other AF3 pieces. You don't need them on when you activate the ability. You don't need them on when you START casting. You only need them on when the spell goes off, so right before the end of casting.
