I think mobs 50+ or maybe 60+ will drop seals, but im not sure. Sorry i cant be of more help.
Any 50+ mob can drop them, as long as they give exp.
Kuftal Tunnel crabs I'd think, but what the others said is also right (lvl 50+, exp mob).

yeah obviously i read the requirements and stated that the ones im fighting are not dropping. i asked for mobs with good drop rates that people have noticed. but keep posting the lvl 50 thing...

seals share the same drop rate chance with all mobs that can drop them... so to answer your question, what they said. if you want fast kills then go with worms or something
