Atma Of The Cobra Commander

Has anyone done any tests on the haste value on this atma?

I know the other superior haste is only like 10% but i thought maybe since this one only works below 50% hp it might be higher.

Also does anyone know how to get it?

The reason im asking is for bst solos with ducal guard ur pet stays below 50% hp the whole fights and im looking around at uncommon atmas for a possible 3rd DD atma that might come out stronger than razed ruin. If this one gave sumthin like 20% haste my pet would be at 25% haste and have a double atk boost from cobra commander. Not certain if 25% haste and a substantial DA boost will come out better than 5% haste 50 dex 30% crit rate and 30% crit dmg boost tho.
