Was checking out FFXI site and stumbled upon this saying the World Server merge will be on the 23rd, previously on the 16th until the earthquake/tsunami hit Japan. Not 100% sure if the FFXI will be up by then, but I'm thinking SE will start getting stuff back together.

It's not even about a merge, it's about character reactivation and what world you'll end up on if you quit on one of the old ones <_<

Also, the merge was postponed before the earthquake happened.
