That's definitely not true since obviously FF is still running, lol.

Main areas without power are north-northeast of Tokyo. They also suffered the worst from the tsunamis. Tokyo has some blackouts but not a lot, biggest problem in Tokyo is all the trains aren't running so everyone who was at work can't get home.

I think POL servers might be located regionally, pretty sure that the actual game servers are all in Japan though.

大阪に住んでいるけど、大変びっくりした。学校で小さな地震が起こって、みんなが「うは、めまい～吐き気がする！」って言ってたのに…あまり気にしなかった。しかし、電車内に他人のテレビを見たから、そんな大変な地震が起こったのがすぐわかった…わたしも同情します。
