I would think if you came from a server that your being forced to re-join, one of these servers might be the one to hit up instead if you choose to (well not 23, 23 is lame)

some of those servers if not all have alrdy had mergers to them i know kujata was merged to sylph lol so technically they have had merges before lol <3 sylph <3 my home

I know that, What I was talking about was that lets say, 5 months ago, you jumped from Bahamut to Ramuh, now your being forced back to it now.
These are the servers not changing at this point, and think about it like this.
1500 + 1500 = 3000 on merger
While non merger = ~2200
Means less push for camps and other stuff you'd want that would be a bit overwhelmed when the mergers happen.

i played on sylph from 2003 - 2010, too and it got merged with fairy, not kujata :P
