Did I miss something here? From what I can see they're only used in dragon harness, which is a now completely irrelevant piece of gear isn't it?

No, they are used in Alcide's Harness which has acc/eva +11 and subtle blow, also increses crit hit dmg, a nice thf/nin/dnc body
