Actually, mnk had a problem with high defense mobs back then.

No, it activates on critical attacks. Just said RR for increased rate. Not yet sure about the full extent of the effect. Haven't been able to test it out since I gave it somebody else, but just noticed it when we were fighting the avatar VNMs; WS for 400, crit for 500+ and my MNK's crits were only hitting for 70-80.
