I just experienced the same thing today.
A buddy in my linkshell likes to sit in that area too
and I was running down the stairs and it put him in that same area
while he is originally sitting in the higher spot.

I've been putting my character there a few times since I noticed it back in September. A fun thing you can do is if you sit your character it'll show up standing for most players with lower end PCs, but if you keep the player targeted as you go down the stairs it'll appear in a sit position, in my experience anyway.
