Trading NPC Weapon - OYE!

Ok, so, I admit I'm not schooled in the area of NPC.
But I've read up as much as I can without my eyeballs gluing themselves shut forever and I'm still having issues.
Specifically with trading my NPC weapons. Luto has NEVER offered me the opportunity to trade my NPC a weapon. I know because I've been trying forever. I have max bond for level 65 (yet to do 65+ cap), 4/5 maybe even 5/5 weapon selections unlocked, I can lock in all pieces of armor, I have a like 5 head pieces unlocked. I've spent over 400k in fellow points.... I just don't get it.
HALP.
Any light you could shine on the subject would be a great help.

may have just missed her saying you can, have you just tried trading a weapon from the choices available to her?

no, i didn't miss it because i've been waiting for it to trade it a weapon other then chocobo wand and yes i've tried to trade every kind of weapon it has unlocked.

You're trading it to Luto, right?

When I was leveling my fellow up it wasn't until a week or more until I had run out of available quests (bond or level caps) before Luto would start giving me the trade dialog.

Finish the bond quests, wait for a conquest update and then talk to Luto again.

3/4 of the way down is where you want.

In short, you MUST trade a level 1 weapon to her before trading any others.

No matter the weapon you trade, they all do the same amount of dmg (ie all polearms will do same polearm dmg , daggers same) The different weapons within the same weapon class are for looks only.

So try that first, if you have not.
