Registrationserver 'n' stuff

so since the 15th of August i tried to extent my Content ID. Since i use different payment method (i.e. poor *** can't afford credit card) i have to extent my content id monthly. I Usually do this by the middle of the month since the "payment service" is done by then. it's now the 23th of August. the Registrations server is still on this damn *** mode. i can not extent my damn content ID and not get a Server change (which is really frustrating).
Has there ever been a time where it was that late in the month that you couldnt change anything? like payment informations or server changes?
