I don't think I have ever waited that long. If I wait more than 30 minutes I usually get a little pop up generic message from SE.
It depends on the situation.
If it is a matter that involves a lot of people, like 2 or 3 linkshells at a hnm camp, it can be a while.

Nightmare Antlion and Worm didn't pop for my Tav LS even though we stood right on top of them. GM wouldn't refund glass.
And it's kinda funny, on my fourth call I said I was going to kill myself, and I got a pretty timely response. >.>
