WHM, then probably DNC, then SMN. SMN would be second, but I plan to solo/campaign/whatever rather than burn it. Maybe a few levels burnt, but I'd rather not.

The rest are most likely staying where they are.

I hate to burst your bubble, but if you got TH4 they don't care if you're 5 levels gimped, or 24 levels gimped for that matter (when 99 rolls around)... accuracy floor is only like 20% or something so they'd still force you to go THF if they needed th4 and no other options.

I'm in the same boat, my SCH is getting leveled dead last, if at all, but it's not like my SCH needs to be 80 to be a bandaid.
