they said first cap is 80, but they have yet to say that cap will finish at 99 by december. All they've said is that by the end of FFXI the cap will be 99. Although, in the interview they hinted they may go in 5's or 10's they're not sure. Ultimately, they're saying that level cap raises may or may not end in dec. which is probably why for the dec. update the image post above doesn't say conclusion of level cap raises or final level cap raise, it just says Level Cap increase pt.III

Pretty sure they said somewhere that they may not even approach 99, it all depends on if the level cap increase breaks the game or not.

IMO there is no going back after the first level increase. SE should go all out and just do the lv99. Once they release lv80 it's ova! It's been a good run for FF11 and increasing the level cap is just the grand finale to a great game.
