You need to talk to the first three people again after you receive their letters, twice each. They'll give you REALLY vague hints about where to go next, and then you'll be able to pick up a letter from one of the other three people.

I got my Anni ring and clothes too... went to the chateau in sandy and got the first letter, then to bastok and got the second letter, but when I went to heavens tower in windy couldn't go up (I am from sandy) and then I tried the npc in tav safehold and also Maat and got nothing from them...
Any ideas why I am not getting the letters? What to do in windurst if I am not from that nation?

You gotta go back and retalk to halver and naji for a second time. I did that same thing. Then Maat and Despehasdfalsjd will give you the letter.
you either switch nations or hope SE fixes it..atm Im hoping SE fixes it.
I was running the numbers on my stats and found it mind boggling that my kill ratio is 96%. I farm way to much.
Btw, for any wondering, your kill ratio is your number of enemies defeated divided by the number of battles fought multiplied by 100.
