its light elemental defense, has nothing to do with offensive potency/accuracy. anytime you see an elemental icon like that with a + or -, its for beefing up your resistance to attacks FROM mobs of that element.

That does include Enfeebles cast on you, though. Paralyze will proc a lot more often with, say, SH (-20 Ice resist).
